UK.  Top Doctor says stop treating drugs as a crime

England’s most senior Doctor, Professor Sally Davies, has said it is time to stop treating drug users as criminals, and time to start treating drug usage as a health issue instead.  This new plea follows several reports from politicians of all parties that the current system is no longer ‘fit for purpose’ and requires a major re-think in the way the UK deals with cannabis usage and other drugs.
