Italy. Cannabis use is now a civil offense rather than a criminal offence

Italy.  The great news for pot campaigners keeps coming.  This week the Italian Senate Justice Committee has downgraded the seriousness of marijuana cultivation from a criminal offence to an administrative matter.  In practice this will mean that the police are not likely to get involved if a grower is caught with a small number of plants for their own use.  The Italian move has similarities to the position in Portugal where cannabis use is regarded as an issue for the ministry of health rather than an issue for the legal system to deal with.
