Spain. Catalan Government votes to regulate cannabis social clubs

Spain.  The Catalan Parliament has made another major contribution to the normalization of cannabis when they approved a motion to regulate cannabis social clubs in the Catalan region.  The proposal to formally regulat the cannabis social clubs came from the left-wing ERC party and was passed with a huge majority.  The motion forces the hundreds of Cannabis Social Clubs to be regarded from the perspective of harm-reduction and public health instead of being regarded as a judicial problem.

This removes the legal system from being able to hinder the activities of the social clubs.  It is seen as a common-sense approach, especially given the huge public support and popularity that the social clubs have seen since they first appeared.  The ruling from the Catalan Government sends a clear message to Madrid, that the Cannabis Social Clubs are here to stay.
