The Netherlands: Mayor of Tilburg approves home grown cannabis

The city of Tilburg has given legal, written permission for a resident to grow his own medical cannabis.  Although cannabis growing for personal use is tolerated in Holland, this is the first time a private resident of Tilburg has been allowed to legally grow his own cannabis.
The Mayor of Tilburg has agreed this together with the local Police and Public Prosecutor.  However, there are some restrictions which stipulate that the plants can only be grown to a maximum of 3m, and that there should be no more than 5 plants.  The cannabis has to be used with a doctors prescription, and may not be sold or passed to anyone else.  There must be no commercial activities and the grower must be aged over 18.  The order also insisted that the electrical equipment must be professionally installed to the necessary standards.
This is a significant moment for the Dutch cannabis community, and many hope that this decision will be the first of many entirely legal future dutch medical cannabis grows.  More details on the story are here
