USA. Arizona prepares proposal for legal cannabis

USA.  Arizona Republican Ruben Gallego has proposed legislation which would make Arizona a new legal cannabis state.  The proposal allows people to grow up to 5 plants for their personal use, and allow up to 1 ounce of pot per person.  If passed, the laws would allow those aged over 21 to grow and use their own legal pot but it would remain illegal foir under-21's.

Gallego explained the benefits of his proposal “About 750,000 Americans were arrested for marijuana-related offenses in 2012, and the majority of those arrests were simply for possession. Law enforcement officers’ time and resources would be better spent addressing serious crimes, so that we are all safer. Additionally, we can use some of the money generated from the sales to pay for public education and treatment programs for alcohol and drug abuse.”
